Maybe a problem with your csh.
On most, but not at all systems by now the csh and the tcsh are the
same. Maybe not on your system.
What do you get with:
csh --version
tcsh --version
Eventually use (install ?) tcsh instead of csh.

After fixing this issue, I tried to run the command "./siteconfig_lapw"
from terminal. It still shows the same error.
"If: Expression Syntax".
I typed the command "csh -v siteconfig_lapw" from terminal in WIENROOT
directory. It shows the following.
