I think you might encounter some problems here. Firstly, the data on the
ratings themselves should still be there in the history of the article
talkpages, but there can be a sizable delay between an article being
expanded and it being rerated.

My expectation would be that if you looked at when an article received the
rating it had in 2008, then looked at the first rerating after 2008, then
looked at how much the article changed between those two ratings, you will
find that for many articles that have been rerated the 2008 version is
closer to the one that was subsequently rerated than it is to the one that
earned the rating that applied in 2008.

The other problem is that quality assessments are not necessarily frozen in
time, for example with Featured articles there is a whole process for
delisting them as Featured, rarely because they have degraded with time,
often they have improved since they became featured, but if they haven't
improved as fast as the standards have risen then they are likely to lose
their featured status.
