If you're having problems with users recreating the same page, there is a new protected titles feature you can use to solve this.
You can copy this page to [[Project:Protected titles]] on your wiki, get an admin to protect it and check the "cascading protection" box, and then list the titles you don't want recreated. http://www.wikia.com/wiki/Wikia:Protected_titles This is aimed at locking deleted pages that were being repeatedly created by spammers or problem users.
