Is this the best way to add content that contributors can use similar to the special characters seen below the edit window on Wikipedia, or is there a better solution?

There's not a special page as such but http://www.wikia.com/wiki/Help:Custom_edit_buttons explains how you can change Common.js to customize these edit buttons. Users can choose to view this editing toolbar or not in their preferences. It's "Show edit toolbar" in the edit section, and will not function fully if you have JavaScript disabled.
