HTML is removed from the mailing lists to prevent people being able to send malicious files. It's much safer to have it in text-only mode and is compatible with everyone's email clients that way since many people disable HTML in their own emails. If you need to use formatting for something, it's better to put it on the wiki and then just link to it on the mailing list instead of trying to send it here.
