How about a fallback. [[MediaWiki:Sidebar]] and [[MediaWiki:Quartz sidebar]]. If [[MediaWiki:Quartz sidebar]] is empty, then fallback to [[MediaWiki:Sidebar]]. Or [[MediaWiki:Quartz sidebar]] could use a wfMes to use the contents of [[MediaWiki:Sidebar]] as the default for itself.
