I think any solution will require a very simple interface. For example, selecting edits to reassign (over several wikis?) would be potentially fiddly and time consuming. Such things add up!
The same with removing vandal names, if that's manual, then I can imagine myself going through lists of new names regularly to remove those that might be a problem... racing against vandals adding more. Whatever solution there is, the interface should end up being pretty much one click... but that puts all the work on the database. I don't know enough about that side of things to comment, I just know that finding all contributions and other changes over 3000 wikis is heavy work.
