Yeah, some advertisers have JavaScript code with very intensive functions. The example tou are giving <http://sv-cquery.looksmart.com/ads.js> has the script code "encrypted" so it needs to load the code, decode it and then execute it, which also generates a high cpu-load.
The best browsers can handle it, but IE sucks, hard. Anyway, the problem IS looksmart.com.
