Let me see if this answers it...  

 - for the sidebar, we pull default links from here: 
www.wikia.com/wiki/MediaWiki:Monaco-sidebar (and Monaco-toolbox).
 - for your wiki, if you create the page 
XYZ.wikia.com/wiki/MediaWiki:Monaco-sidebar, then that will be used 
instead (only admins can do this).
 - for personal use, if you create the page 
XYZ.wikia.com/wiki/User:ABC/Monaco-sidebar, then that will be used for 
you personally (same for Monaco-toolbox).

So starters will automatically pull from the default page 
(www.wikia.com/wiki/MediaWiki:Monaco-sidebar) until an admin writes 
their own.
