That wasn't a feature of Quartz.
Afaik it was only valid for the Smoke and Slate versions.
The reason for that was for legacy compatibility with the wiki that
still had skinning meant for the beginning release of V2.
Back then the theme system had not been completed and we only had two
separate skins Quartzsmoke and Quartzslate.
And as a result the skin files to use were MediaWiki:Quartzsmoke.css and
MediaWiki:Quartzslate.css
Then the two skins were finally merged into the single skin Quartz and
the theme system was put in place.
So to keep compatibility the Smoke and Slate themes also included the
css files for the legacy Quartzsmoke and Quartzslate skins which were
actual separate skins and not themes.

Can you still modify each skin by affecting their page

MediaWiki:Monaco.css is used for the Monaco-Custom theme, not as a
