Its a JS, and template trick combination originally created on Wookipedia ( starwars.wikia.com) the code should be on (if my memory does not fail) MediaWiki:Common.js, MediaWiki:Functions.js (or MediaWiki:Function.js) and the templates you already mention. If i remember correctly it does not require CSS.
