According to the docs: http://help.wikia.com/wiki/Help:Customizing_Monaco #popular# = highest traffic (aka Editor's pick) #visited# = most traffic #voted# = highest ranked and #popular# can be overridden by manually entering a list. The #visited# and #voted# make sense, but what is #popular#? Maybe one refers to the pages that are the targets of clicking a link within the wiki??
