If a page is fully-protected from creation and then an admin attempts to
unprotect it (allowing page creation), if "other time" is selected from the
drop down menu, the "other time" field must be filled in, otherwise it causes
an error.
The entire concept of having to set a time to unprotect is rather silly, but
requiring that the user fill in the "other time" field is unintuitive and
confusing.
