I have temporarily fixed this bug with a workaround at betawiki:

The additional code doesn't weigh much, as the very same code now can be
removed from [[de:MediaWiki:Monobook.css]] for example.
Note that I do *not* CLOSE this bug, because the actual reason for this bug is
that [[MediaWiki:Monobook.css/de]] does not at all get used!
Someone has to find a way to include [[MediaWiki:Monobook.css/de]] into the
generated CSS file by software, as currently only the
[[MediaWiki:Monobook.css]] file content seems to be send to clients.
