Currently test.wikipedia.org is served out of the main Wikipedia docroot and
has the deployed copies of the skin CSS/JS/icon files. This makes it difficult
to test new changes which require CSS and JS files.
It should pull the live copies from the NFS master. (Since it's on an isolated
system this shouldn't be a perf/stability issue)
