As of the current Site Policy of Chinese Wikinews (zh-wikinews), zh-wikinews
prohibited all local uploads for fair use images and only allowed free-licensed
images from Wikimedia Commons (commons).
But in recent, a newly-elected zh-wikinews administrator 1j1z2 (nickname in
Chinese: 唐吉訶德的劍) ever notified me about "local upload" feature on
this page below:

In addition, the local upload feature was ever re-opened without notifications,
it caused fair use images uploading to zh-wikinews as a log below.

According to the Policy of zh-wikinews, should "upload & re-upload features for
auto-confirmed user level" be disabled permanently to satisfy the policy of
zh-wikinews? (Easier to say: only Administrators can upload site-used images
for site maintenance.)
