It's not really an issue in that this is the expected behaviour and it has always done that. If you want a list of all users with editor rights, you'll have to combine the lists for each group that includes that right. This is the case with many different groups/rights, for example rollback on the English Wikipedia is available to sysop and rollbacker groups. Can a group and a right have the same name? If not, Special:Listusers/<right> could be added, but I don't know how efficient that would be.
