My 2 cents: 1) General-purpose indentation should be done with divs. 2) Blockquotes should be used for quotations, not general indentation. 3) Definition lists should be used when the editor is intentionally demonstrating a relationship between the two parts (term + definition, character + dialogue, etc.). 4) Ul/ol lists should not be used for things that are not actually lists.
