After submitting an update on a CodeReview revision page, the POST redirects
you to a GET view. Originally, when submitting a new comment, the redirect
target included the fragment anchor for your new comment -- this made it easy
to copy it and paste it into IRC, say, to get a fellow coder's attention.
Somewhere in the shuffling of the page from several separate forms to a single
big form, we lost that -- after submission you now just get sent to the plain
revision view URL, at the top of the page.
