I updated from 1.13.1 to 1.13.3 the day the patch was announced, but I just
found that uploads were not working. I traced this to the file
IEContentsAnalyze.php being missing.
I found the workaround was to download the full source tarball for 1.13.3,
which contains the file, and copy it into includes.
I don't know if there are other files missing like this, but at least this
fixed file uploads.
