Could a list functionaries-en-l please be created according to this
announcement by English Arbcom:

The announced list name was "functionaries-l" however after the announcement I
mentioned that we should include the language code "en", both to the committee
and on the enwiki without any complaints.

Dmcdevit has agreed to be a list moderator until the list members can
discussion this among themselves. The ex-arbs to be added to this list are the
same who were removed from this arbcom-l list.
