Pretty much what it says on the tin: while a reviewer is blocked, the "review
this version" dialogue still comes up, and you can set the flags and comments
as normal. You even get a "review complete!" message when you click the
'submit' button. But the review fails silently, and is not recorded as
successful (or unsuccessful) anywhere.
