On wiki.pt (http://pt.wikipedia.org/wiki/P%C3%A1gina_principal) we've just
elected an ArbCom
(http://pt.wikipedia.org/wiki/Wikipedia:Conselho_de_arbitragem/Elei%C3%A7%C3%B5es/2009/Vota%C3%A7%C3%A3o).
So, we need a new mailing list for the elected Arbitrators to discuss matters
related to the ArbCom (arbitrations, sensible and private informations, etc).
It could have a name like this: ca-pt-l
The list must:
*Be non public
*Anyone could send a mesage to it
*With pevious message moderation (non arbitrators)
