The installer should add an option to automatically promote the default
WikiSysop account to the bureaucrat user group in addition to admins.
By default, you need to be in the crat group to change user permission, and
also by default there is no crat user created, so in order to do this users
would have to go into the DB and hand edit which is a decidedly ungood
solution.
