Summary: UploadWizard should do something to notify users who
have uploaded without a license

We now have a license option to upload without a license. This will expand to
{{subst:uwl}} on Commons, which will set in motion a process to delete the
file.
The intention is twofold -- to "trap" users who are not paying attention, and
also to allow some sort of grace period for people who want to upload now & fix
later.
Some users hit this unknowingly, and are complaining that it should notify them
on their Talk Page.
Another option would be to have {{Subst:uwl}} somehow do this every time it's
invoked, if that's even possible. Which means we wouldn't have to code it in
UploadWizard.
