Let's say a user lands on http://wikitech.wikimedia.org/ .
There is no brief sentence there saying what the site is all about.
Kind of reminds one of an expired website that has been taken back by its ISP.
Please insure each *.wikimedia.org site mentions what it is about right there
on its Main Page.
