two identical user groups with inconsistent names:
'elwiktionary' => 'interface_editors'
'hiwiki' => 'interface_editor'
'jawiki' => 'interface_editor'
I suggest to change 'elwiktionary' to 'interface_editor' (singular) for
consistency reasons.
