The old upload-form is still using == License == and == Summary == as
section-headings while UpWiz is using == {{int:license-header}} == and ==
{{int:filedesc}} ==
Of course we want the mw-message ones that automatically change according to
the user's language-setting.
I asked IAlex and was told to file a bug for sysadmins to add those messages
(license-header, filedesc, filestatus and filesource) in
$wgForceUIMsgAsContentMsg.
