Currently it's not, see e.g. [[Special:Log/newusers/shetech]]:
#account created in 2006: [[Special:Log/newusers/Rhilgraves]];
#global account created in April 2009;
#local account renamed in August 2009;
#local account recreated in November 2011 (with old global account still
"existing"): [[Special:CentralAuth/Shetech]],
[[Special:Contributions/Shetech]].
Not sure if it's a problem with renamed users in general or just under
CentralAuth.
