The message "permissionserrorstext-withaction" ("You do not have permission to
$2") uses "action-..." messages for parameter 2, which is in general bad for
localisation (see
<http://www.mediawiki.org/wiki/Localisation#Avoid_patchwork_messages>) and also
produces half-translated sentences, when only either the main message or the
action message is translated (a simple example for Spanish: "No tienes permiso
para nuke pages").

We could get rid of the main message and use a full sentence for each action
(e.g. "action-read" message being "You do not have permission to read this
page") but that would mean a lot of translation duplication, so I'm not sure if
that would be the best solution.
