If you click "→", it will lead to the specified section directly. I'm not sure
changing the behavior of clicking the page title should change. Maybe a user
preference or user script could be implemented?

I don't think the behavior of clicking "→" is particularly obvious, so there
might be ways to improve on that. LiquidThreads will help with
discussions/threads once it's properly implemented. You still have section
editing of articles/non-discussions to think about, though.
