In message MediaWiki:stableversions-review,
the Extension:Flagged Revisions - Stable Versions,
is using a a combined date/time in its parameter $1.
Internationalization needs date and time separated so as to correctly
insert them into sentences of languages having to have grammatical
stuff between date, and time, or between time, and date, respectively.
