I saw that the other way around -- as if we should leave it at the bottom of the page, drop it from the overlay. The close button on the CTA when at the bottom of the page was specifically requested -- it was #47 on our internal tracker, added last week by Yoni -- so that the user could remove the CTA from the page entirely. I believe it was around the same time we started removing the feedback link(s) on submit.
