The important thing now is to get more reports, we could be nicer by supporting multiple languages for help page later. Multiple languages would mean community support as well, that may come only later. Or the other way to inform users would be to post all Villages pumps mentioning bugzilla process. The ultimate thing is not about having the menu item for help, its to tell more people where to report.
