Steps to reproduce:
* go to https://www.mediawiki.org/wiki/Special:VisualEditorSandbox
* copy text from he.wikipedia.org such as section title "ברוכים הבאים
לוויקיפדיה!" and paste it in
* click or use arrow keys to select a position about 1/4 through the hebrew
text
* type "-"
Expected result:
* "-" appears at the caret position within the hebrew text
Actual result:
* "-" appears at 3/4 through the hebrew text
