Provide corresponding anchors (URL#hash_#) after editing a section that has the
same heading (caption, title) as another section(s) above.
TOC shows it like this: #heading_1, #heading_2, etc.
After editing the following section:
http://de.wiktionary.org/wiki/User_talk:Melancholie#Statistik_2
The same URL given should be re-appear (#Statistik_2), but currently #Statistik
shows up (the first one).
