For example block for address 145.97.39.140 does not have information about an
admin resposinble for the block. You can check that using API:
https://pl.wikipedia.org/w/api.php?action=query&list=blocks&bkusers=145.97.39.140
To my surprise Special:BlockList (take a look at URL field) shows my address as
blocking admin (address of visitor).
