When I have set my user language to "nl" on mediawiki.org, I expect the last line in https://www.mediawiki.org/wiki/User:Siebrand/test to show me the date in Dutch (user language), but it is shown in English (content language). If I do the same test on https://or.wikipedia.org/wiki/User:Siebrand/test, the "user" test is also output as English.
