Right now it's possible to manage variables and classes via the interface, but
doing so requires wiki admin rights, which is obviously only slightly better
than requiring access to LocalSettings.php. The global variables and classes
should be limited to admins, but project sysadmins should be able to manage a
per-project list of classes and variables.
