The page Special:BannerAllocation has a country filter, but the countries are
always in english. Using another interface language does not help here.
It is nice to have localized country names here (and maybe other places in
CentralNotice, where countries are used).
I am not sure, if CLDR is storing this value for each language, and
CentralNotice can use it here.
