The problem appears both (and at least) in el.wikipedia and el.wikisource when
a sitenotice is configured.
The sitenotice is displayed always (as expected) in Firefox both to logged in
and anonymous users.
It does display always in Internet Explorer and Chrome for logged in users.
For anonymous users in Internet Explorer and Chrome it is displayed on random
pages, on a ratio about 1:5 (displayed:not displayed).
At first I thought it's a javascript problem, but I did a little experiment:
Visiting the same page that it does not display the sitenotice with IE and
Chrome, I refresh the page in Chrome and still displays nothing. I purge the
page from IE and the next refresh in Chrome brings the sitenotice...
(I'm not familiar with the way the sitenotice is added to the page, but when it
is not displayed it's missing from the source)
