If a page has a section-header that is in a collapsed part of the page, the
table-of-contents link to it does not work. It doesn't even jump to the
collapsed chunk. That's confusing--there's a TOC entry that's a hyperlink
that's generated by the WM server pointing to other content on that same page,
it should be able to resolve itself. If the chunk is un-collapsed, the TOC link
works correctly. A better behavior would be to have the link to the header in
the collapsed content cause it to un-collapse (i.e., the link in the TOC go to
the section to which it points).
