Some carriers will do a simple whitelisting of URLs and they are not able to
wildcard the beginning of the URL, meaning they cannot allow all Wikipedia
language versions to be whitelisted.
To get around this, we could allow a new configuration parameter per carrier,
which recognizes which language versions are allowed. The remaining languages
would not see the Zero banner.
