You can see the problem on http://n9wiki.de which uses MediaWiki 1.18.1.
The first time the page is shown in browser everything looks fine and the
(Vector skin) CSS is used correctly.
If you reload the page You see the same content but looking very ugly because
all styles are gone.
If you press Ctrl+F5 (at lest in Firefox) to clear the browser cache completely
and reload the page it's shown correctly again.
Please let me know if you need more information.
If this bug is fixed in trunk please let me know what exactly was fixed.
