As decided at our Village Pump discussion (the URL
above), please allow blocked users edit their own
talk pages at Japanese Wikipedia (jawiki).
I think that the configuration would be
to set $wgBlockAllowsUTEdit = true for jawiki, or,
to add 'jawiki' to the 'wgBlockAllowsUTEdit' array.
