People have reported not being able to pages to their watchlist here on meta.
I've confirmed that it's also happening on mediawiki.org, so it's probably a
1.19 issue. Steps to reproduce: go to a page you don't yet follow, and try to
watch it. The reverse (trying to unfollow a watched page) doesn't work either.

Error is "An error occurred while changing your watchlist settings for" [...].
[[Special:EditWatchlist/raw]] works.
Seems to be an error with token, the button gives a link like
https://meta.wikimedia.org/w/index.php?title=Language_committee/Status/wp/nso&action=watch&token=d58a9e8f8e1ec2e19500a0bda5c5a8d0%2B%5C
and if you remove the trailing slash it works
https://meta.wikimedia.org/w/index.php?title=Language_committee/Status/wp/nso&action=watch&token=d58a9e8f8e1ec2e19500a0bda5c5a8d0%2B
