parameters:
* Name: Арбитраж
* Talk: Обсуждение_арбитража
* Alias 1: АК
* Alias 2: Arbcom
* Subpages should be enabled both in main and in talk
* Disable indexation both for internal (wgNamespacesToBeSearchedDefault) and
external (wgNamespaceRobotPolicies) search
* create = autoconfirmed, edit = autoconfirmed, move = autoconfirmed in main,
create = all, edit = all, move = all in talk.
