When you don't you use this here:
warn-summary:Level 1 warning re. [[$1]]
warn-summary-2:Level 2 warning re. [[$1]]
warn-summary-3:Level 3 warning re. [[$1]]
warn-summary-4:Level 4 warning re. [[$1]]
And you use f.e. instead of the standard configuration your own phrases like:
warn-summary:Aviso - edição em [[$1]]
warn-summary-2:Aviso 2 - edição em [[$1]]
warn-summary-3:Aviso 3 - edição em [[$1]]
warn-summary-4:Aviso 4 - edição em [[$1]]
Then sometimes it does not recognize if a user has already been warned.
