When a ticket is closed with "Pending reminder", OTRS should send a daily email
to the ticket owner starting from the reminder date. It worked before the
January update, but hasn't worked since.
In ticket histories, "SendAgentNotification" seems to still happen for
"NewTicket" and "FollowUp", but not for "PendingReminder".

with newer tickets that are in the reminder state.
