I'm not sure of the exact reason, but SF seems to require someone to actually view the red link. As far as I know, clicking on it shouldn't be required. If clicking on it is required in your case, can you see if running SMW_refreshData.php resolves the issue? I am using SMW 1.7.0.2, MW 1.18, and SF 2.4, and I have discovered no issues with autocreation of red links, other than someone needing to actually view a red link before it gets added to the job queue.
